Strategic Economic Needs and Security Exercise (SENSE)
 
Arbil, Baghdad, and Duhok

The Strategic Economic Needs and Security Exercise (SENSE) aims to train members of political parties, the Iraqi and Kurdish Regional Government, municipal governments, academics, key media representatives, and members of the Iraqi National Assembly on the concept of a free market and its mechanisms in a democratic society.

The training focuses on coordinated decision-making in a post-conflict environment and provides real-time feedback on the consequences of decisions in a fictitious ethnically divided country. SENSE helps participants build teams, address the dilemmas of resource allocation, and prioritize decisions. SENSE is a computer-based simulation centered on coordinated decision-making in a post-conflict environment.

A total of 147 Iraqi and Kurdish leaders and intellectuals participated: 41 from Arbil, 49 from Duhok and 57 from Baghdad. This workshop is regarded as one of the most successful in promoting understanding and cooperation between various different government bodies and the private sector, and these local forces and international donors.

These workshops were conducted by the Iraq Institute for Economic Reform (IIER) and funded by the Center for International Private Enterprise (CIPE) and the US Institute of Peace (USIP).
